I can help you as I am a mapper myself
Dwnload the eoserv map editor
Extract the files into a folder
This much you probly got
Now you need to get the endless online gfx flies, copy them, and put them in the folder where u extracted the map editor to called GFX.
Once u have the gfx files in you can open the map editor double clicking on eomap2
Of course you start with ground tiles then objexts,buildings mabye tops and end with putting the specils
The maps u can open and edit will ussaly be the maps of the last server u saved on though its better to make em from scratch
